Norfolk youths banned from buying eggs and ketchup

Youths in the Norfolk town of Caister-on-Sea, near Great Yarmouth, England, have been banned from purchasing “squirty bottles” of ketchup, and eggs after a number of complaints from residents in the area. The move, which is backed by the Norfolk Police, is aimed at reducing the number of anti-social incidents occurring in the area. Sergeant Andy Brown, of the Norfolk Police, has said that no further complaints have been received since the ban came into force.

	I know it sounds a bit daft, but it has made a difference because we’ve had no more reported incidents since the supermarkets came on board.

While squirting ketchup itself is not a criminal offence, the damage that it can cause, such as removing paint from cars or houses, is often enough to bring charges of criminal damage. Sgt Brown said that there were “about a dozen complaints from residents, some of them elderly, about people squirting ketchup over doors, windows and vehicles.” Martin Bailie, a spokesperson for Lidl supermarkets, has defended his staff’s actions, saying “the stores’ staff were [already] challenging youngsters who were trying to bulk buy these things. It wasn’t that we haven’t been selling eggs and ketchup to youths, but have been careful about who we have sold them to, and we are glad it has been making a difference.”

UAE launches national authority for scientific research

The United Arab Emirates (UAE) has announced its first national authority for scientific research (NASR) to coordinate and fund scientific research in the country.

The national authority for scientific research was announced on March 7 by Shaikh Nahyan bin Mubarak Al Nahyan, UAE minister for higher education and scientific research. NASR will begin with an annual budget of AED100 million (approximately US$27.2 million). The authority hopes to receive additional contributions from the public and the private sector.

NASR will look to fund research projects in various fields, including engineering, technology, medicine, water and agriculture, proposing specific projects to be competed for by researchers at universities and private research institutes.

“Projects are going to be selected to help promote scientific research and the growth of UAE society and we will compare them with international scientific research criteria,” Gulf News quoted Al Nahyan as saying at the launch.

NASR will also train scientists and develop programmes for promoting public science awareness. It will also coordinate with government authorities on the issue of intellectual property rights, by providing advice on how companies and research centres should go about protecting their discoveries in the form of patents or licenses. It will also provide scholarships for researchers in the UAE to work on international research programmes, and organise national scientific conferences. NASR forms part of the UAE’s strategic plan to improve higher education and scientific research.

Zakaria Maamar, associate professor at the College of Information Technology at Zayed University, UAE, told Science and Development Network (SciDev.Net) that, “This initiative is another boost to the research and development activities that are carried out in the UAE. It will definitely provide researchers with the appropriate funds to sustain such activities and promote best practices in the community.”

Said Elnaffar, assistant professor at the college of information technology at the United Arab Emirates University, told SciDev.Net that, with this initiative, the UAE is taking the lead and setting a good example by building a strong development infrastructure founded on knowledge discovery and research.

Thinktank recommends changes to Australian student fees

The Centre for Independent Studies has released a paper calling for reform of university student fees system. The paper, authored by Andrew Norton, argues that the cap on loans to full fee paying students is too low. The current cap allows for loans during a lifetime of AU$50,950.

“Setting the FEE-HELP limit at this amount biases the market against courses that are long or have high per year costs, or both,” argues Norton in the paper. “The loan cap is a crude way of controlling lending, taking no account of course costs or capacity to repay.”

According to Norton, this undermines student choice and competition. He argues that the system should function more like commercial lending.

“A truly radical reform would make student loans mimic commercial loans: students with good earning prospects could borrow large sums, other students could borrow less, and some could not borrow at all,” he said. “Instead of denying or limiting loans to people doing high cost courses, as now occurs, the government could deny loans to people who are unlikely to repay.”

The paper was criticised by Senator Kerry Nettle, Education Spokesperson for the Australian Greens. She argued that the changes would mean an increase in costs to students already struggling to pay, and called on Education Minister Julie Bishop to rule out the changes.

“To consider refusing loans to those deemed less able to repay would further cut off higher education for Australians from low socio-economic backgrounds,” she said. “Julie Bishop should use her address to the National Press Club tomorrow to rule out any moves to further deregulate the HECS system.”

“Student fees have spiralled upward under the Howard government and any further deregulation would just make a bad system worse,” she added.
