At least 53 killed, over 90 injured in Shanghai apartment fire

China’s Xinhua News Agency said Tuesday that at least 53 people were killed in Shanghai during a deadly fire. The blaze, which occurred on Monday at 2:15 p.m. CST (0615 UTC), consumed a 28-story high-rise apartment building in the city’s Jing’an District.

The building was being renovated at the time of the fire, and was home to over 150 families. At least 100 victims have been admitted to area hospitals, although some later died. Most survivors were not seriously injured, but needed treatment for smoke inhalation. Firefighters were still looking for survivors and over 70 were still hospitalized on the morning after the fire.

The fire was the worst in recent Shanghai history and took over 100 fire engines more than four hours to contain. Strong winds blew heavy smoke into the air, hampering rescue efforts by helicopters. The smoke was seen by witnesses around 15 kilometres (9.3 miles) away from the high-rise. The fire was largely extinguished by 6:30 p.m. local time (1000 UTC), allowing fire and rescue officials to enter the building.

The apartment building, built in the late 1990s, was home to mainly retired teachers. Some residents climbed down the scaffolding to escape, while others called for help but were unable to flee the blaze. “I saw at least four or five people hanging onto the scaffolding which covers the building, screaming for help,” said Li Qubo, who was working near the high-rise.

The cause of the fire has not yet been determined, but local residents said fire safety regulations were not strict, and workers often tossed used cigarettes into the building’s hallways. Qiu Jingshu, a 38-year-old worker who was outside the 18th floor when the fire struck, said he saw sparks from welding being done on an adjacent building fly over onto the high-rise. The sparks lit up foam on the scaffolding around the apartment, according to Qiu. “We had tried to put out the blaze, but the fire was so big and spread so quickly that we could barely escape ourselves,” he said. Crews were said to have been installing insulation at the time of the fire, and witnesses saw construction materials on fire before the building was overtaken by flames.

Two nearby buildings were evacuated, and their residents were temporarily sent to local hotels, and a school. Meng Jianzhu, China’s Minister of Public Security, said that an investigation would determine who was responsible for the fire, so they could be punished accordingly. Meng said that a team had been formed under China’s State Council to look into the disaster.

A similar incident occurred in Beijing early last year. In February 2009, the illegal use of fireworks caused a fire that gutted a 34-story building under construction at the time.

Shanghai has a population of about 20 million, housed mainly in high-rise apartments. Many buildings in the city are under construction or being renovated.

For that reason, your insurance company gives you an estimate in the beginning, then it will audit your wage towards the end of the policy term, after which date they will tell the final premium. For that reason, you might be charged extra, or simply get a returned premium, at the end of the policy period for the previous policy!

Bonds: A used car surety bond is normally required for new used car dealer ventures which are less than three years. The value of the bond is $20,000. The bond is some kind of guarantee by the bonding company that the used car dealer will adhere to the guidelines set by the State of Illinois. A major issue related to bond is its price. The price of the bond could vary from $200 to $2,000 depending on the credit of the Principal on the bond (owner / partners of the dealership). Garage Keeper Liability insurance is not needed if the dealer does not perform any maintenance or repair work on vehicles they do not own. Garage keeper liability is not an expensive coverage and is based only on the amount of coverage you need. Normally the minimum amount is $25,000 per car. The difference between $25,000 and $50,000 in coverage is very minimal. You can tell how much you need by knowing the average value of all automobiles that exist on your lot which you do not own.

There are other elective coverages that used car dealers may need. These include coverage on Building, Business Property, Security, Business Income, Crime (Robbery etc.) and some forms of Professional Liability.

On June 3, the New Liberals were officially registered as a political party by the Australian Electoral Commission, enabling them to run candidates for federal elections in the country.

While the party has been in existence for over a year, with member Karen Porter having run in the 2020 Eden-Monaro by-election as an independent candidate, the party applied for registration on December 16.

The party has already faced legal barriers for registration. It shares the “liberal” moniker with Australia’s governing Liberal Party, who called the New Liberals a “cynical attempt to piggyback” on their own name, even presenting a survey from Crosby Textor of over 2000 voters that claimed over two-thirds of voters could percieve a connection between the parties, in an attempt to prevent the party’s registration. Ultimately, the Australian Electoral Commission decided that, on balance, the name of the New Liberals was “sufficiently visually and aurally distinct” from the Liberal Party’s name, and registered the party.

On Wednesday, Italian football club Juventus announced an agreement with German club Bayern Munich for a one-year loan of Brazilian winger Douglas Costa for a fee of €6 million, to run until June 30, 2018.

26-year-old Douglas Costa joined Bayern in 2015 under Pep Guardiola’s management from Ukrainian club Shakhtar Donetsk. In two seasons at the Allianz Arena, Costa has scored fourteen goals and provided 27 assists, making 77 appearances in total. He won two consecutive Bundesliga titles, a DFB Pokal, and a DFL-Supercup. Before joining the Bavarian club, the left-footed winger won five consecutive Ukrainian Premier League trophies.

In the agreement with Bayern, Juventus can exercise an option to buy the player for €40 million before July 1, 2018. Bayern may receive an additional €1 million subject to conditions in the contract. Bayern Munich’s chairman Karl-Heinz Rummenigge said, “We had serious and constructive talks with Juventus’ representatives. All of FC Bayern’s financial demands have been met”.

Upon asking why he joined Juventus, Costa told the Juventus’ interviewer that he “had always dreamed of playing” with the Old Lady and said he was “delighted to be part of” Juventus’ team.

Indonesian Navy declares crew of 53 dead after submarine sinks in Bali Strait

On Saturday, the Indonesian Navy announced its submarine KRI Nanggala 402, which had lost contact early morning 4:30 am local time on Wednesday, had sunk and cracked off in the Bali Strait during a training exercise. The Navy also declared the submarine’s crew of 53 dead, and said the wreckage was found.

According to Air Marshall Hadi Tjahjanto, pictures received were of the parts of the submarine such as the rear vertical rudder, anchors, outer pressure body, and embossed dive rudder.

The Navy stated on Saturday, the submarine was now considered sunk, not merely missing, having previously said that the oxygen supply would have run out by Saturday morning.

Per reports, items were found from the submarine that included a bottle of grease, prayer mats and a piece of metal pipe. The ones found near the last location of the submarine were parts of the submarine itself, and would not have gotten out unless there was water pressure, Tjahjanto said.

Tjahjanto also said there was an oil spill in the area and the debris were indications the submarine had a leakage due to diving too deep, or released the oil while rising to the surface.

The search team focused on determining the exact location of the submarine, but authorities warned it would be hard to do any salvage operation because of the deep waters.

The Singapore Navy’s MV Swift Rescue submarine rescue ship helped in the effort and deployed a robot which took the images. Other countries including Malaysia, the United States, India and Australia aided search for potential rescue. KRI Rigel, an Indonesian ship, scanned the area where the submarine was presumed to have sunk using multi-beam sonar and a magnetometer.

According to military chief Yudo Margono, the scan determined the submarine to be at a depth of 850 metres. According to Al Jazeera, it was well below its survivable limit of 500 metres. “The cracks happened gradually in some parts when it went down”, Margono said.

Arthur Oliver Kostendt, a candidate running in the mayoral election of the US city of Cleveland, Ohio set to take place November 2, discussed his campaign and policies with Wikinews this spring.

According to Cleveland Scene, 29-year-old Kostendt is a member of the Cuyahoga County, Ohio Republican Party but has referred to his campaign as “casual”. According to his web site’s personal biography, he was a cadet for the Army Reserve Officers’ Training Corps (ROTC), scout platoon leader for the 2nd Squadron of the 107th Cavalry Regiment of the Ohio Army National Guard and logistics officer for the 1st Battalion of the 145th Armored Regiment. He served in Kuwait, Iraq, the United Arab Emirates and Saudi Arabia and assisted coalition force detachments in Southeast Asia.

Kostendt is a graduate of the University of Notre Dame and summa cum laude graduate of Cleveland State University. He writes he uses an apostrophe to abbreviate his middle name as “Arthur O’Kostendt” instead of the customary period after the O to emphasise his Irish heritage.

A poll published May 5 by Baldwin Wallace University, which does not feature Mr Kostendt, has Dennis Kucinich and Basheer Jones leading in the mayoral race by 17.8 and 13.3 points, respectively, with a margin of error of up to five per cent either way. 48% of those surveyed were undecided. Incumbent mayor Frank G. Jackson, who won the 2017 Cleveland mayoral election with 59% of the vote, is eligible for a fifth term but announced on May 6 he would retire.

Brazilian shot by police on London Underground was not acting suspiciously

Documents, reportedly leaked from the investigation into the death of Jean Charles de Menezes, the Brazilian electrician shot dead by British Police on the London Underground on 22 July reveal that Mr de Menezes was not acting suspiciously and was already restrained when shot.

Furthermore, the documents reveal that the original report given by the police and recorded on the coroners report contained many false statements. The reports suggest the police shot Jean Charles de Menezes because they mistakenly identified him as Hussain Osman, and had agreed to shoot him if he ran. Hussain Osman was suspected of having placed a faulty or mock explosive in a train.

The original reports claimed that de Menezes was acting suspiciously, was wearing a padded jacket, and ran when challenged, even vaulting the ticket barriers. However, the leaked documents, which include statements from officers involved in the operation and photographs of the scene, show that he behaved like any other commuter, used his travel pass to enter the station, even picking up a newspaper on his way. He was not challenged by police, and appears to have been unaware of being followed until after he entered the train. Photographic stills show he was only wearing a light denim jacket. It appears that he only ran in order to reach a train that was about to leave the platform.

The leaked document describes CCTV footage, which shows Mr de Menezes entered Stockwell station at a “normal walking pace” and descended slowly on an escalator.

The document said: “At some point near the bottom he is seen to run across the concourse and enter the carriage before sitting in an available seat.”

An eye witness, who was sitting opposite de Menezes on the train, is quoted as saying: “Within a few seconds I saw a man coming into the double doors to my left. He was pointing a small black handgun towards a person sitting opposite me. He pointed the gun at the right hand side of the man’s head. The gun was within 12 inches of the man’s head when the first shot was fired.”

This report is considerably different to initial reports that claimed de Menezes tripped as he fled onto the train, before being restrained by pursuing officers and shot. Photographs leaked to ITN appear to corroborate this new witness’s report as they clearly show blood on the seat in which de Menezes is said to have been sitting.

Other statements suggest that the Brazilian was seated before being pinned down by a plain-clothed police officer. Plainclothed armed officers had entered the carriage at this point. Several shots were then fired and de Menezes was hit seven times in the head and once in the shoulder. Three further shots missed Mr Menezes.

A community officer’s report (one of the leaked documents) confirms that Mr. de Menezes was seated and restrained at the time of being shot:

“I heard shouting which included the word ‘police’ and turned to face the male in the denim jacket.

“He immediately stood up and advanced towards me and the CO19 [the armed unit] officers …I grabbed the male in the denim jacket by wrapping both my arms around his torso, pinning his arms to his side.

“I then pushed him back onto the seat where he had been previously sitting … I then heard a gun shot very close to my left ear and was dragged away onto the floor of the carriage.”

The leaked documents confirm that Police had been given permission to shoot if a suspect was non-compliant, having been told that “unusual tactics” may be required and if they “were deployed to intercept a subject and there was an opportunity to challenge, but if the subject was non compliant, a critical shot may be taken.” It is thought that when he ran for the train officers felt this was suitable evidence of “non-compliance”.

The Independent Police Complaints Commission (IPCC) said its priority was to keep Mr de Menezes family informed and refused to comment on the details of the leak.

The commission said the family “will clearly be distressed that they have received information on television concerning his death”.

In an interview with the Guardian Newspaper, Asad Rehman, spokesman for the family’s campaign, called for a public inquiry. “This was not an accident,” he said. “It was serious neglect. Clearly, there was a failure both in police intelligence and on an operational level.”

Harriet Wistrich, the family’s solicitor expressed concerns, during an interview with ITN, that the Police had withheld information from the investigation for a longer period than was permitted under UK law. Ms. Wistrich also claimed, in a separate interview with the BBC, that the documents suggest that the original information given to the pathologist who carried out the post-mortem examination on Mr de Menezes was incorrect and that the information the leaked documents contained was “shocking and terrifying”.

“What sort of society are we living in where we can execute suspects?” she asked in the BBC interview.

An unnamed senior police source told the Guardian that the leaked documents and statements give an accurate picture of what was known so far about the shooting. Former Flying Squad commander John O’Connor told the BBC “had the normal procedures taken place in which a warning is given and officers wear specially marked clothing then this young man may not have been killed.”

The IPCC statement added: “The IPCC made it clear that we would not speculate or release partial information about the investigation, and that others should not do so. That remains the case.”

Mark Oaten, Home Affairs Spokesman for the Liberal Democrats, said: “If true, these preliminary findings will create obvious concerns. It is in the best interests of the police and the community for the full report and any recommendations, to be published as quickly as possible.”
