Eurozone offers Greece 30 billion euro in loans

Member states of the eurozone have offered to give Greece thirty billion euro in emergency loans for the debt-stricken country, should the latter want it.

The loans’ price will be determined using formulas by the International Monetary Fund (IMF), and will be set at around five percent.

The Luxembourgish prime minister, Jean-Claude Juncker, speaking on behalf of eurozone finance ministers, commented that “[t]he total amount put up by the eurozone member states for the first year will reach 30bn euros.” He added that “[t]his is certainly no subsidy” to Greece.

The prime minister also noted that financing would be “completed and co-financed” by the IMF. European Union monetary affairs chief Olli Rehn remarked that the IMF would make a “substantial contribution” to the loan package as well, perhaps around ten billion euros.

The Greek economy has spent more than it has earned for several years now, and currently faces a budget deficit equal to 12.9% of its economic output, or a total debt of 300 billion euros. The country intends to try and reduce the deficit to 8.7% this year.

CMHC: housing market in Canada ‘highly vulnerable’

In a quarterly news release on Thursday, state-owned Canada Mortgage and Housing Corporation (CMHC) said Canada’s housing market is highly vulnerable, especially in Toronto and Hamilton in Ontario, Vancouver and Victoria in British Columbia, and Saskatoon in Saskatchewan. It also identified a growing concern of overbuilding in Calgary and Edmonton in Alberta.

The release said Calgary and Edmonton, the largest and second largest cities in Alberta, have a large inventory of unsold homes. The CMHC expressed concern this may drive down prices of homes in the area.

Vancouver, which is now reportedly less affordable than Manhattan in the US; Toronto; Victoria; and Hamilton were all assessed by the CMHC’s quarterly report as highly overvaluated.

The housing markets of Winnipeg in Manitoba, Ottawa in Ontario, Montreal and Quebec in Quebec, Moncton in New Brunswick, Halifax in Nova Scotia, and St. John’s in Newfoundland, were all assessed as low or moderate risk.

Stabilized forest fires in Greece intensify again; 2 arrested

The huge forest fires that blazed across southern Greece on Friday and Saturday were stabilized for a few hours today.

Fire Brigade Officer Nikos Tsogas said, “It’s not getting worse…we have to act fast because the winds might pick up.” However, the winds have reportedly intensified. Fire department spokesman Nikos Diamandis said, “Unfortunately the improvement that we were looking for is not there…Our target is for the fire not to enter Ancient Olympia, not to destroy antiquities.” Fire is surrounding villages just a few miles away from Ancient Olympia.

Several new fires also broke out today in Phiotida in central Greece. The worst fires continue to burn in the southern mountains of Peloponnese, where some blazes involve 42 major fronts.

The fires have killed at least 63 people. Some reports indicate that an unspecified number are also missing.

Meanwhile, Greek authorities announced that they have made two arrests in the case. The first, a 65-year-old man, was reportedly seen torching trees across southern Peloponnese. The second person arrested and charged was a 77-year-old woman who reportedly was seen starting a fire while cooking outside in Zaharo. The Associated Press reports seven other people have been detained.

Officer Tsogas said authorities are investigating reports of a cell phone attached to an explosive gas canister found after a smaller fire in mountain Ymittos in Athens.Greek private TV station “mega channel” has reported that more than one fire-starting mechanisms connected to cell phones have been found by volunteering citizens that are trying to help the authorities.

Meanwhile the government has announced rewards ranging from 100,000 euros to one million euros for information on arsonists involved in this week’s barrage of wildfire ravaging much of southern Greece.

The Greek government has declared a state of emergency.

At least 12 European countries are sending aid and resources.

Labrador Retrievers are considered people-oriented animals. So, they have to be in tune with their owners in order to follow certain guidelines. In order to understand this, you have to look deeper at what Labs were bred to do, and that is to hunt and retrieve.

You have to think of it this way; these dogs must be in perfect harmony with their hunter/owner in order to follow specific directions to track and find birds that have fallen to the ground. This need for the dog to have hand-held direction links to all aspects of a Labrador’s lifeeven in your home.

This is great for those who want constant canine companionship. Nevertheless, it is bad for dog owners who have a Labrador Retriever but expect their pet to entertain itself with little contact from the owner.

There are many hunting dogs that were bred to be independent hunters with little contact and instruction from people. Examples of these types of dogs are Terriers and Hounds, which are known to lead the way (by smell and sight) with the human hunter determined to keep up with their companions pace.

This is not how the Labrador is built. Labs are designed to retrieve, and in doing so they must have a connected attention link directly to the hunter. If a retriever ignores the hunter’s commands then they may hit the water and swim far past where the bird has fallen, and possibly keep swimming out and away.

Retrievers that are well trained do not make these types of errors because they have the natural ability to attend to and follow thorough directions from the hunter. This skill is very critical to being a trustworthy retriever and is one of the reasons that these dogs make great service animals and obedience trainees.

Reason Why Some Labs Do Not Do Well With Many Families

You can probably understand by now just how connected and dependent a Labrador Retriever becomes to its owners. Retrievers always looks to people for leadership and must have human contact.

Its important to know that every dog breed is sociable to some extent. Some are even more sociable than others, but Labs need a whole log more attention than most dogs. They do not do very well when left alone for prolonged periods of time. A busy family who is away all day and come home to find out that their Lab has destroyed their new window trying to escape does not understand why this is happening.

These people are understandably livid and then chastise their Labs. An educated Lab owner will not act this way because they know better. They know what causes a Lab to try to escape like this and just wants to search out and find its owners. The dog is only considering their pack missing and make an attempt to find them outside.

One big lesson to take away from this article, especially if you have not yet decided on what type of dog to own and are thinking about getting a Labrador Retriever, is to make sure that you have plenty of time to devote to your Lab, day and night. If not, then consider a more independent dog breed. Otherwise, your lovable Lab may soon become increasingly unhappy and will end up a very destructive house pet, or worse, a runaway.

Afghanistan suicide bomb leaves seven Americans dead

A suicide bomber attacked an American base in the Khowst region on the Pakistani border of Afghanistan, leaving seven American CIA officers dead and six injured. No American or NATO military personnel were killed or injured in the attack on Forward Operating Base Chapman.

It appears that the suicide bomber, reportedly wearing an Afghan National Army uniform, blew himself up in either the gym or the dining facility of Base Chapman.

In a statement on the Voice of Jihad web page, the Taliban claimed responsiblity for the attack, alleging 20 “CIA employees” were killed in the incident.

The Chapman Base is a converted military base which is now being used for civilian reconstruction operations, although military personnel are still located on the base. Camp Salerno, the main base in the Khowst province, has been the target of many attacks in recent weeks.

Recent attacks have been focused on foreign civilians, such as an incident in October in which 7 foreign and 3 Afghan civilians were killed in an attack at a UN guest house. The CIA has not lost this many operatives in nearly 25 years and the last time CIA agents were killed was in 2003.

Amber Alert canceled in Toronto

Nevaeh Gough is back with her family, and police in Toronto have cancelled the Amber Alert issued earlier today when she was driven away by her father, Daniel James David, after an alleged domestic altercation between the 10-month old’s parents.

Police were called to a home on Warden Avenue at 1:35 p.m. EDT (1735 UTC) regarding a domestic dispute. Police allege Mr David arrived at a motel where the mother and child were staying and assaulted the infant’s mother, then drove away with the child. When he returned to the hotel, they allege he forced the mother into the car and drove her to the home on Warden Avenue, from which he later fled.

Police issued the alert, along with descriptions of Mr David and his vehicle, and the warning that he may have a gun.

The alert was canceled off after approximately an hour when the baby’s grandfather brought her to the police, about 7 p.m. local time.

Mr David was described as 5’10”, black, with black, short hair and brown eyes and has a cheek scar under his right eye. His vehicle is a silver, four-door, 2006 Mazda M6, with Ontario license plate AYFZ 177.

Russia cuts off gas supplies to Ukraine

Russia has ended exports of natural gas to neighbouring Ukraine following a failure to reach a compromise over prices. Gazprom, Russia’s natural gas behemoth, began cutting off supplies at 7:00 a.m. UTC Sunday, January 1.

Gazprom claims to have taken this action because Ukraine refuses to pay the market rate for natural gas which is approximately four times higher than the price previously agreed upon by the two. Ukraine has stated that they are not averse to higher prices but believe they ought to be introduced sequentially. Additionally, Russia does not want to honor its contract to supply gas at $50 per 1000 cubic meters until 2008. By comparison, gas produced by OPEC costs $11.4 per 1000 cubic feet (December 28, 2005)[1], equivalent to $402.6 per 1000 cubic meters, an 8-fold rebate.

Gazprom spokesman Sergei Kupriyanov said enough gas was still being piped via Ukraine to maintain deliveries to other countries, and if they were not getting all their gas, it meant Ukraine was tapping into it. Eighty percent of Russian gas exports to Western Europe pass through Ukraine.

“We have information from the ground that shows Ukraine has started illegally siphoning off Russian gas destined for European consumers,” Kupriyanov said.

Ukraine is of the position that since Russia will not live up to the agreement to sell at $50 per 1000 cubic meters until 2008, Ukraine as a transiting country, has the right to offset the illegal cost increase with seizure of Russian assets – namely the gas going through the pipelines in Ukraine.

Sergei Kupriyanov, press secretary to Gazprom’s chief executive, said “Negotiations reach a deadlock when it comes to discussing actual figures … They have called on us to use price parameters that probably existed in the late 1990s in 2006, which is impossible … The price of gas and other energy resources has risen considerably over the past few years.”

The dispute is also tied to the political situation between the two countries. Although a private business, the largest individual shareholder in Gazprom is the Russian government which owns slightly less than 40%. The dispute was further politicized by the personal intervention of Vladimir Putin who offered Ukraine the chance to delay paying market prices for a further three months. Critics of the current Russian government have argued that Gazprom’s action has been an attempt to punish Ukraine for forging closer links with the West following the Orange Revolution. Putin’s advocates, however, have argued that the status quo is akin to a budgetary transfer between the two governments and costs Russia about US$4.5 billion per year. Special European commission has already counted gas independently,and confirmed its loss. But Ukraine disagrees,saing,that it is unjust.German Kanzler Angela Merkel hopes,that the conflict will end soon. And a recent poll conducted by VTSIOM suggests that 80% of Russian citizens support the move by Gazprom. Ukraine has threatened to retaliate by raising the rent that Russia’s navy pays to use the Ukrainian port of Sevastopol as headquarters for its Black Sea fleet, and refusing to repair Russian rockets, which can be repaired only there.

Queues form outside struggling UK bank; calm urged

Nervous savers have re-formed queues this morning outside many branches of Northern Rock, after the £2.68 billion bank took an emergency loan from the Bank of England, the UK central bank.

Shares in the bank had dropped 25% by lunchtime yesterday in London – and stood nearly 60% lower from their high of February – after the Bank of England acted in its capacity as “lender of last resort” to provide Northern Rock with short-term financing to enable it to continue operations.

The Bank of England hasn’t acted as lender of last resort since 1973, when the collapse of Cedar Holdings – a pioneer of second mortgages to UK home-owners – threatened a crisis in the country’s banking industry.

Northern Rock has been hit hard since June this year by the turmoil in world credit markets. Although only 0.24% of its assets are exposed to subprime US housing debt, the bank’s business model saw it grow its loan book by 43% in the first six months of this year. Rather than lending money deposited with it by savers, Northern has borrowed aggressively in the short-term capital markets.

“Northern Rock is not a reckless lender,” said Angela Knight, head of the British Bankers Association on national radio this morning. Urging the bank’s savers not to withdraw their money in panic, “the mortgage lending it does well and it does in a high quality, high calibre way,” she added.

But savers queuing to withdraw their money from Northern Rock today said they were “horrified” by the Bank of England needing to step in.

“I am going to take out the lot, every penny,” said one Northern Rock saver to Bloomberg as he queued outside the bank’s West End branch in London.
