G7 announce debt relief plan

London, UK —The quarterly G7 Finance Ministers and Central Bank Governors’ meeting at Lancaster House concluded on February 5, 2005, with the G7 failing to agree on a plan to reduce debt in developing countries. According to the Los Angeles Times, British Chancellor of the Exchequer Gordon Brown announced that he believes, “this summit will be remembered as the summit for 100% debt relief” for the 27 countries involved in the Enhanced HIPC Initiative. Ministers from other G7 countries disagreed. Brown’s so-called International Financial Facility proposal, or IFF, “would not work for the U.S,” Undersecretary of the U.S. Treasury John Taylor said to the Los Angeles Times.

The joint statement issued by the ministers in the wake of the conference stated that, “We are agreed on a case-by-case analysis of HIPC countries, based on our willingness to provide as much as 100 per cent multilateral debt relief.” The ministers did not cite a figure for the minimum amount of debt relief that would be provided.

The conference was preceded by a demonstration in Trafalgar Square on the theme of “Make Poverty History.” Nelson Mandela spoke at the demonstration, attended by an estimated 20,000 people, according to World Development Movement, an organization involved in the planning of the event. Chancellor Brown invited Mandela to address the G7 on February 4, 2005, which he did in a “fireside chat,” according to Larry Elliott of The Guardian.

The G7, or ‘Group of Seven,’ is a coalition of seven major industrial democracies: the United Kingdom, France, Germany, Italy, Japan, the United States, and Canada. They hold quarterly meetings to discuss financial matters.

Denial. Anger. Bargaining. Depression. Acceptance.

Originally formulated in 1973 by Elisabeth Kübler-Ross, these five stages are well-known to many as the “Five Stages of Grief“. However, despite their familiarity, the five-stage theory had remained untested empirically, until Paul K. Maciejewski, Ph.D., assistant professor of psychiatry at the Yale University School of Medicine and the Yale Bereavement Study completed several years of research, findings for which were published in the February 21 issue of the Journal of the American Medical Association (JAMA).

According to Dr. Kübler-Ross’s theory, denial is the first and most defining indicator of grief. The Yale Bereavement Study’s findings, in contrast, show acceptance to be the most common indicator, and yearning the strongest negative indicator.

The authors explain, “Disbelief decreased from an initial high at one month postloss, yearning peaked at four months postloss, anger peaked at five months postloss, and depression peaked at six months postloss. Acceptance increased steadily through the study observation period ending at 24 months postloss.”

Study author Holly Prigerson, associate professor of psychiatry at Harvard Medical School and director of the Dana-Farber Cancer Institute‘s Center for Psycho-Oncology and Palliative Care Research, says, “This would suggest that people who have extreme levels of depression, anger or yearning beyond six months would be those who might benefit from a better mental health evaluation and possible referral for treatment.”

The Yale Bereavement Study followed the progress of 233 participants from January 2000 through January 2003 who had lost family, most often a spouse, and was funded by the National Institute of Mental Health, the National Cancer Institute, the National Institute of Neurological Disorders and Stroke, the Center for Psycho-Oncology and Palliative Care Research, Dana-Farber Cancer Institute, and Women’s Health Research at Yale University.

India doubles Commonwealth Games budget

The Indian government has raised the budget of the 2010 New Delhi Commonwealth Games from Rs. 767 crore ($163 million) to Rs. 1,620 crore ($344 million). The decision was made at a meeting of the cabinet led by Prime Minister Manmohan Singh in New Delhi.

Ambika Soni, the Information and Broadcasting Minister stated, “The cabinet approved the proposal of the Ministry of Youth Affairs and Sports for providing a revised budget of Rs. 1,620 crore, as loan to the Organising Committee (OC) of the Commonwealth Games, 2010, at the prevailing government rate of interest.”

According to the Minister, the organizing board hoped that to generate a net income of approximately Rs. 1,708 crore.

“The components of rent for organising headquarters, technology which were practically nil in the initial budget, are now around Rs. 175 crore and Rs. 200 crore respectively. These have also contributed substantially to the (budget) increase”, said the Minister when asked about the reason for the hike. Sponsorships, TV rights and ticketing were other factors influencing the change.

Alongside this, the Queen’s Baton Relay will now encompass all the 70 Commonwealth Games Association nations.

In the international leg, the number of days has been increased to 240 from the previously approved 136 days while on the domestic leg, there has been an increase from 60 days to 100 days.

“The number of volunteers has also gone up to nearly 30,000 and hence the cost of accreditation, catering, uniform, on this account has increased,” said Soni.

Christopher Soghoian, 24, a doctoral student in information security at Indiana University, released a boarding pass generator for Northwest Airlines on October 25th. In the release, he stated that it demonstrates flaws in airport security and the no-fly list.

A few days later, on October 27th, Soghoian was visited by the FBI who told him to take down the site. Soghoian complied with the FBI request. However, the FBI then raided his apartment that evening; apparently due to lack of a warrant during the first visit.

Representative Ed Markey (D-Mass.) had called for Soghoian to be arrested in October.

Fake boarding passes are quite easy to create in Microsoft Word; assuming you have access to a old boarding pass for comparison. Indeed, Amnesty International has created a similarly passable fake boarding pass for their AirTorture fundraising site.

In February 2005, Senator Charles Schumer noticed this loophole in no-fly list. He urged the TSA to “check every passenger’s ID against the passenger’s face and his boarding pass and ticket”, as has been done immediately after the September 11th attacks. TSA declined to follow the senator’s recommendation.

A memorial service has been held in Nova Scotia, Canada to commemorate the tenth anniversary of the Swissair Flight 111 disaster. None of the 229 people on board survived the aircraft’s impact with the sea on September 2, 1998.

Hundreds of search and rescue personnel and local fishermen were mobilised after the crash in St. Margaret’s Bay near Halifax to recover fragments of both the aircraft and the victims. The state of the human remains was such that identifying them resulted in what would remain the largest DNA identification operation up until the World Trade Center collapse.

At the ceremony, attended by around 100 people, 229 heart-shaped stones crafted from beach rocks and simply decorated with painted stars flowers and hearts were available for the mourners to take and place at the foot of the memorial at Bayswater, one for each of the 229 names upon the granite monument. Many flowers were also laid there.

The aircraft was a wide-bodied jet which had departed John F. Kennedy International Airport in New York at 8:18 p.m. 53 minutes after takeoff pilot Urs Zimmerman and co-pilot Stephan Loew smelt smoke in the cockpit and within three more minutes smoke was visible. The plane, by then in Canadian airspace, tried to reach Halifax Airport but never made it, hitting the water at around 9:31 p.m. at 350 mph (563 kph).

The cause of the disaster was determined to be highly flammable insulating foam, which caught light after an arcing electrical wire triggered a small fire. The fire was ferocious enough to destroy critical power cables, leaving the aircraft uncontrollable.

The investigation was one of aviation’s costliest and most complicated, costing the Transportation Safety Bureau of Canada $60 million. The TSB produced 23 recommendations to prevent a recurrence of the disaster, but only five have been implemented in the decade since the crash, including some flammable material restrictions and electrical safety improvements.

Several people at the hour-long multi-faith ceremony complained at the perceived lack of action. “How come after 10 years we are hearing reports that only five of some 20 recommendations for airplanes have been carried out? What has gone wrong with the bureaucracy – the inertia for that?” asked Rabbi David Ellis. John Butt, who headed the identification effort as Nova Scotia’s chief medical examiner at the time, said it was ‘disappointing’ that action had not been taken and that it was “not very good to think about flying in an aircraft when you know recommendations have been made about the standards of safety and they haven’t been adopted.”

TSB member Jonathan Seymour was also critical of the lack of action, particularly on the US Federal Aviation Administration’s part. “It’s just that obviously after 10 years you would have hoped that things would have moved on quite significantly further than they have. It’s frustrating that we’re still that far away from where we might want to be after 10 years,” he said.
