Bomb scare closes Times Square, New York

A car containing a bomb was discovered in Times Square, New York City, causing the evacuation of streets surrounding the area.

Reports say the vehicle, a Nissan Pathfinder, parked outside a theatre on 45th Street and Seventh Avenue, had smoke coming out of the back at around 6:30 p.m EDT (10:30 p.m. UTC). Unconfirmed reports say an unknown man ran away from the car. A roughly square area of the city, its boundaries formed by 43rd and 48th Street and 7th and 8th Avenue, was evacuated.

The New York Police Department bomb squad was called in and were able to retrieve the package using a robot. Officials removed gunpowder, consumer-grade fireworks, two five-gallon cans of gasoline, three propane tanks, electrical wiring, and two clocks with batteries that apparently were fashioned as one or two detonators. The bomb has been described as “amateurish”. No casualties or injuries were reported.

As of yet police have not named a suspect and are reviewing security footage. The car used by the suspect was stolen and had a non-matching license plate; the legitimate owner of the plates does not appear to have been involved in the incident.

President Barack Obama has congratulated the speediness with which the New York Police Department responded.

New York has been in a state of constant alert since the attacks that occurred on September 11, 2001. In September 2009, a plot to attack the New York Subway with suicide bombers was uncovered by police. In December 2009, Times Square was evacuated due to a illegally parked van, although it contained no explosives. On March 6, 2008, a small bomb was set off in front of the United States armed forces recruiting station in Times Square.

U.S. Republican Party presidential candidate Mark Everson, former commissioner of the Internal Revenue Service (IRS), filed a complaint on Monday with the Federal Election Commission (FEC) to challenge his exclusion from Thursday’s first Fox News Republican Party presidential debate. Everson argues his exclusion violates Title 11 of the U.S. Code of Federal Regulations in that debate hosts must not “structure the debates to promote or advance one candidate over another”, and must “use pre-established objective criteria to determine which candidates may participate in a debate.”

Everson served as Commissioner of the IRS from 2003 to 2007, during the George W. Bush administration. After his departure, he briefly served as CEO of the American Red Cross, worked in the cabinet of Indiana governor Mitch Daniels, and worked for the tax consulting firm alliantgroup. He announced his candidacy this past March with a sixteen-page open letter in which he outlined the six pillars of his campaign: amnesty for illegal immigrants, reinstatement of the military draft, a promise to serve only a single presidential term, and calls for tax reform, deficit reduction, and corporate responsibility.

Fox News claims Everson fails to meet the criteria it established for Thursday’s two debates. Only seventeen candidates meet the criteria, which require a candidate “consistently” be included in “recognized” opinion polls. The prime-time event features the top ten candidates by average polling percentage. The other seven participate in a separate debate just before the prime time event.

In his complaint, Everson urges the FEC to compel Fox News to include him in the second tier debate as the eighth participant.

Everson argues Fox News, in violation of Title 11, “structure[d] the debates to promote or advance one candidate over another” through a July 27 change to its criteria that replaced a pre-existing one percent polling threshold with a threshold admitting those “consistently” included in “recognized” polls. He alleges this was done to ensure the inclusion of the low-polling candidates former Hewlett-Packard CEO Carly Fiorina, former New York governor George Pataki, Senator Lindsey Graham, and former Virginia governor Jim Gilmore, because Fox News recognizes these candidates as “major players.”

Furthermore, Everson argues the Fox News criteria are not “objective,” as Title 11 requires, because they fail to define the terms “consistently” and “recognized” when referring to polls. He asserts he was included in the Republican Party’s online straw poll in May and is the only candidate still listed on that poll who has been excluded from Thursday’s debate.

Election law expert Richard Winger, publisher of Ballot Access News, says Everson is “completely correct” in his challenge. However, he believes Everson only has a chance of success if he actually files a lawsuit rather than simply complaining to the FEC.

The Solar Impulse, an experimental solar-powered airplane, landed in Switzerland on Thursday after completing a successful 26-hour test flight. The flight was a proof-of-concept displaying that a solar-powered aircraft can accumulate enough power from the sun during the day to power it through the night. The team that designed and built the aircraft believes that, in theory, the plane could fly indefinitely, given that there is enough sunlight to power it.

The flight is the longest and highest flight by a piloted solar-powered aircraft, with an average altitude of about 28,000 feet, and an average speed of around 25 miles per hour. Pilot Andre Borschberg, a former fighter pilot in the Swiss air force, said “I’ve been a pilot for forty years now, but this flight has been the most incredible of my flying career. Just sitting there and watching the battery charge level rise and rise thanks to the sun. I have just flown more than 26 hours without using a drop of fuel and without causing any pollution.”

The plane can carry only one passenger, and contains 12,000 solar cells. However, the plane does have its setbacks; a blog on the project’s website reported after seventeen hours of flight that “Andre’s feeling great up there. His only complaints involve little things like a slightly sore back as well as a ten-hour period during which it was minus twenty degrees Celsius in the cockpit. That made his drinking water system freeze up and worst of all his iPod batteries die.”

The project’s intention is to show that emissions-free air travel is a feasible concept; however, the team does not believe that current propulsion methods will be replaced by alternatives in the near future.

Federal investigators with the Chemical Safety Board (CSB) of the United States have declared that a recent explosion that damaged homes alongside a Woods Cross, Utah refinery was triggered when a pipe burst. The revelation comes as locals begin questioning the decision to build houses near the facility.

The explosion at the Silver Eagle refinery on Wednesday morning was the second next year, and blasted a fireball into the neighbourhood. Ten houses suffered damage including cracked foundations, roofs lifted off, doors and windows blown out and debris hurled into rooms. One resident, Linda Wood, has been told to leave her house, which lies condemned after it was knocked clear of its foundations and damaged structurally.

Two local emergency dispatch centers were clogged up as calls came through to the 911 emergency number. Firefighters arrived quickly and tackled the resulting blaze at the refinery after establishing that there were no injuries. The 1950s refinery was not evacuated and is expected to continue operating despite the damage. It employs 80 people.

Silver Eagle’s own firefighting crews were already in control when they were joined by the emergency services, and together they put the flames out in around thirty minutes. Woods Cross mayor Kent Perry said that over the last six months there have been a lot of improvements in local firefighting and praised the reaction of emergency services. Later, 120 residents were visited by structural engineers to assess damage. There were also power outages in the area, with two other refineries amongst those affected.

Silver Eagle had also sent employees on a firefighting course following another explosion in January. In that accident, a large cloud of flammable vapour developed over a tank of naptha before igniting, causing a flash fire that injured several employees. The firm has said they will pay for all the damages caused by the latest incident, and Perry advised affected people to keep track of expenses incurred.

As well as the CSB, Utah’s Occupational Safety and Health Administration and Silver Eagle themselves are investigating the accident. The CSB released preliminary findings yesterday that indicated a burst pipe was to blame, although the reasons for its failure are unknown.

A pipe ten inches in diameter burst along a horizontal section near a point where it changed direction from vertical. The pipe normally carried hydrogen and diesel and was linked to a reactor that took waxes out of diesel fuel, but due to maintenance by Silver Eagle the pipe was only transporting pressurised hydrogen. When it failed at 9:15 630 pounds of hydrogen spilled out and were ignited by a nearby furnace. The resulting 800 degrees Fahrenheit fireball leapt 100 feet into the air and sent a string of pressure waves to buffet the housing, as the pipe pointed east towards the homes.

The CSB’s Donald Holmstrom commented that “The unit was immediately engulfed in flames… We’re extremely fortunate that no one got hurt. Five workers were in this process unit just a few minutes before.” The revelations come as local residents expressed concern about the fact that houses were built so close to the refinery in the first place.

It has been discovered that there were no houses near the refinery until six years ago, when an application was denied after an engineer commissioned by the council reported that the risks were too high. However, the developer convinced officials to change their minds with a report by a company he had hired himself. The CSB is due to look into these studies as well as one by the refinery. An opinion piece by the Salt Lake Tribune also criticised the company’s safety record, with the refinery also experiencing explosions in 2005 and 2007. However, the refinery had recently passed a safety inspection when the accident occurred. The CSB will examine whether the refinery was properly inspecting the pipe.

Gilly Beaumont, from B&H Colour Change, the company which created the logos, said: “We are still perfecting the technology, but we are very excited at the prospect of sorting a problem that has wound people up at breakfast time for decades.”

The most successful way to cook an egg has baffled some of the greatest chefs in the past. In 1998, Delia Smith dedicated a whole episode of her How To Cook programme on the best way to boil an egg. And last year, a survey carried out by the magazine Waitrose Food Limited showed five top chefs all had different techniques.

Three British geology students of Imperial College London have been fined in China for “illegal survey and map-making activities”, according to local media. In addition to making maps, the students were researching fault lines and earthquake activity in Xinjiang — a tense Muslim province to the west of the country where anger against Chinese rule sparked deadly attacks in 2008.

The students were gathering additional data in several regions, including Kashgar, the ancient Silk Road trading post, and an oasis city in the Xinjiang Uyghur Autonomous Region of the People’s Republic of China.

Under Dr. Jian Guo Liu, the students’ supervisor at Imperial College, they also had been in the poor desert village of Keping, where in May local authorities burned the local mosque due to “unlawful religious activities”. Of the three students, two of them, a PhD student aged 23, and a Master of Science student aged 22, went to Aksu Prefecture for their research.

In September, State Security Bureau officials had investigated the students at a hotel for several hours. Thereafter, their equipment, including GPS devices, survey results, and data, were seized. The Aksu Land and Resources Bureau officers claimed they had gathered “illegal data” from 6,000 points which was valuable for mineral prospecting and topographical research.

In the leadup to last year’s summer Olympics in Beijing, China cracked down on map-making and data-collecting across the country. Despite having permission from the Earthquake Administration in the country, the students were fined a combined 20,000 yuan (2,940 dollars) but did not receive additional punishments. “The data they gathered would have been valuable in analysing mineral and topographic features of the areas,” Xinjiang Daily said. They returned to the UK on October 2.

According to The Procuratorial Daily, the Xinjiang prosecutors’ office approved 1,295 arrests of individuals and indicted 1,154 suspects from January to November 2008. The indictments were based on suspicion of “endangering state security.” In 2007, however, only 742 were arrested, while 619 of them were indicted for the same offense.
