Microsoft Corporation (NASDAQ:MSFT, HKSE:4338) has announced plans to buy back US$40 billion of its stock between now and 2011.

Microsoft, the world’s largest maker of computer software, will make a tender offer to repurchase $20 billion of its own stock by August 17, and will purchase another $20 billion by 2011. This is in addition to a previous $30 billion stock buyback offer it completed two years ago.

The company plans to accept offers in the form of a modified Dutch or “reverse auction”, and based on those offers for stock, come up with a price no less than $22.50 and no more than $24.75, that allows it to buy up to about 8.1% of the common shares outstanding, up to either 808,080,808 shares, or $20 billion. The company stated that it will not purchase shares below a price stipulated by a shareholder, and in some cases, may actually purchase shares at prices above a shareholder’s indication under the terms of the modified Dutch auction. Prior to the announcement, Microsoft shares were trading at $22.75, with the announcement causing share prices to rise $1.32, or 5.8%, to $24.17.

Microsoft has been criticized in the past for “sitting on” huge reserves of cash without making additional purchases of companies or technology.

The company expects to sell more units of its Xbox 360 game console, which currently is unprofitable, helping to shore up weaker earnings from its Office flagship software package, of which a new version is not expected until sometime next year.

On July 20 the company said profit for the year will be $1.43 to $1.47 a share, an increase from an April forecast of $1.36 to $1.41. For the quarter ending September, expected profit will be 30-32c/share on revenue of between $10.6-$10.8 billion. For fiscal 2006, earnings were 11% higher than the previous year, at $12.6 billion on revenues of $44.28 billion, or $1.20 per share. This produced a net income of 34 cents per share for the quarter, opposed to the 31 cents which would have occurred without the tax benefits. For the previous fiscal year, income was $12.25 billion on revenue of $39.79 billion, or $1.13 per share.

More than fifteen people were killed near the police station in Yerpedu, Andhra Pradesh, India after a heavily loaded truck lost control on Friday afternoon at about 1:45 P.M. IST (0815 UTC).

People, mostly from the village of Munagalapalem, were gathered to protest local illegal sand mining. The truck hit an electric pole, and destroyed nearby shops and vehicles causing a short-circuit and fire. Tirupati Urban Superintendent of Police R Jayalakshmi said the truck crushed some people under its wheels; six people were killed that way according to Renigunta deputy superintendent KS Nanjndappa. Other people died due to the short circuit and the fire. More than fifteen people were injured including the police station’s chief inspector and the sub-inspector. Reportedly at least ten were in a critical condition.

The driver fled after the accident. Victims were taken to hospitals in Tirupati, and Chennai and Vellore in Tamil Nadu. N Chandrababu Naidu, Andhra’s Chief Minister, said via Twitter, “State Cabinet has announced a compensation of Rs 5 lakh [0.5 million] to the families of the deceased.”

Italian-based Fiat Auto SPA and US-based Ford Motor Co. announced they signed an agreement to cooperate in designing two small car models. This came only seven months after General Motors severed their relationship with Fiat.

Both companies plan to work together on a new version of the popular Fiat Cinquecento and on a replacement for the Ford Ka, both to be based on the Fiat Panda platform.

The cooperation can help reduce the companies’ small car production costs and ease financial difficulties they are facing. Ford is struggling with high labor and health care costs, while Fiat suffers from its unprofitable Italian plants.

After the deal was announced, shares of Fiat rose $0.06 to $9.44, while Ford gained $0.06 to $9.95 on the New York Stock Exchange (NYSE).

The Reuters news agency has retracted a photograph of Beirut, Lebanon, after finding out that it was altered. Reuters released a statement saying: “Photo editing software was improperly used on this image. A corrected version will immediately follow this advisory. We are sorry for any inconvience.” The photograph had shown two plumes of black smoke rising out of buildings in Beirut.

Meanwhile a Reuters employee was suspended after using Reuters internet access to issue a threat saying, “I look forward to the day when you pigs get your throats cut.” The e-mail was sent to Charles Johnson, who maintains the Little Green Footballs blog. Johnson said: “This particular death threat is a bit different from the run of the mill hate mail we get around here, because an IP lookup on the sender reveals that he/she/it was using an account at none other than Reuters News. I think it’s more than fair to say that Reuters has a big problem.”

Reuters spokesman Ed Williams said: “I can confirm that an employee has been suspended pending further investigation. The individual was not an employee of Reuters’ news division.”

Tucson gunman appears in court for Giffords shooting

Jared Loughner, a 22-year-old former college student, has appeared in federal court following the shooting on Saturday at a supermarket in Tucson, Arizona. The shooting killed five people including John Roll, a federal judge, and injured 19 including Congresswoman Gabrielle Giffords.

Loughner has been charged in federal court with attempted assassination of a member of Congress, first-degree murder and attempting to kill employees of the federal government. Prosecutors for the State of Arizona are trying to determine whether they can bring charges for the other killings and attempted killings in state court.

Loughner confirmed his identity to the court and was denied bail but did not enter a plea. He stated that he understood the potential punishment for the charges include the death penalty or life imprisonment. He is being represented by Judy Clarke, who has previously defended Theodore Kaczynski (the ‘Unabomber’) and Oklahoma City bomber Timothy McVeigh.

Surgeons have had to perform emergency surgery on Giffords, including a hemicraniectomy, which involves removing a large section of her skull to reduce the pressure from the swelling in the brain caused by the gunshot wound. Dr. Michael Lemole, one neurosurgeon operating on Giffords said that she was “not out of the woods yet”. He also noted that “swelling can sometimes take three days or five days to maximize. But every day that goes by and we don’t see an increase, we’re slightly more optimistic.” Giffords has been able to respond to basic commands from doctors like holding up two fingers.

Meanwhile, debates rage following allegations that Loughner had a political basis for his attack. Pima County Sheriff Clarence Dupnik blamed some extreme rhetoric in the media. “The anger, the hatred, the bigotry that goes on in this country is getting to be outrageous. This has not become the nice United States of America that most of us grew up in and I think it’s time that we do the soul-searching.”
